Re-imagining Woodstock, Salt River central-city precinct with residentially-led investment

The City is excited to invite Woodstock and Salt River residents, interested parties and others in the central-city precinct to visit our Open Day on 25 October 2025. City project teams will be available to discuss the exciting residentially-led and mixed use developments proposed for this central-city precinct. These investments are to the benefit of residents and the broader community, typically leading to a cascade of economic, service and public open space/City-owned land community benefits while enabling dignity through greater access to residential opportunities in well-located areas.
The City is hosting an Open Day on the planned development of City-owned properties in the Woodstock and Salt River central-city precinct area.
It serves as an information gathering opportunity on various sites in this central-city precinct, such as the Woodstock Hospital, Salt River Market, Fruit and Veg, Newmarket, and Pickwick properties.
This initiative further complements the statutory public participation processes for the Woodstock Hospital site which ran from 27 September 2024 to 31 January 2025.
The engagement provides an opportunity to inform members of the public on the progress made regarding awarded land parcels between July 2022 and August 2025 which include Salt River Market, Fruit and Veg, Newmarket, and Pickwick properties expected to deliver over 4 500 residential opportunities including affordable housing units. The appointed developers are taking the properties through various planning and funding application processes to ensure the realisation of the planned developments.
‘These residentially-led developments deliver wide-ranging benefits to communities across Cape Town. These include improved services, economic stimulation in local nodes, and a ripple effect of investment that uplifts surrounding areas. Importantly, these developments also unlock opportunities for strong public-private partnerships, offering solid economic and social returns for developers, financiers, and market professionals alike. We currently have a pipeline of over 12 000 residential units, with more being added as we continue to assess City-owned land for release in terms of Mayor Geordin Hill-Lewis’ priority programme to unlock well-located land for affordable housing, ensuring inclusive growth and spatial transformation.
‘Options are also being looked at pertaining to the Woodstock Hospital occupiers. We require a factual analysis of the status of each of the residents within the building. Once we have a better picture of this, we are able to respond appropriately. I am pleased with the cooperation between our City teams and the residents as agreed to achieve a successful enumeration process. This will allow us to determine whether a resident qualifies for which human settlements programme and to facilitate as such,’ said the City’s Mayoral Committee Member for Human Settlements, Councillor Carl Pophaim.
The current conceptual development proposals for various sites are indicative only, intended to provide stakeholders with a sense of the potential development footprint and attractive potential of the properties.
